Willemijn Oudenaarden is partner and an attorney-at-law who specialises in procurement law, education law and general administrative law.
Willemijn advises and litigates on all aspects of procurement law on behalf of contracting authorities as well as potential and bidding tenderers.
Willemijn also advises educational institutions on the application of sectoral educational legislation (Primary Education Act (WPO), Secondary Education Act (WVO), Adult and Vocational Education Act (WEB), Higher Education and Research Act (WHW)) as well as on the Education Inspection Act (WOT), the Student Finance Act (WSF) and also accreditation with the Accreditation Organisation of the Netherlands and Flanders (NVAO). Her advice covers matters including study progress, suspension and expulsion, binding student progress evaluation (BSA), macro-efficiency, new education programs, institutional accreditation and funding. Willemijn also advises municipal authorities on their education-related responsibilities, such as pre-school education, primary school admission and education buildings. Where necessary, Willemijn represents her clients in education law-related proceedings (objections, complaints, before the civil or administrative court or at the Stichting Onderwijsgeschillen).
Willemijn is well versed in general administrative law, which covers the General Administrative Law Act (Awb) and related laws and regulations. Willemijn handles matters relating to subsidy regulations on a very regular basis. She advises subsidy providers (public authorities) as well as subsidy recipients and represents them in administrative proceedings. She also has extensive knowledge of scarce rights.
Willemijn is a member of the Dutch Association for Procurement Law (NVvA) and the Association for Education Law (VvO) and is a regular contributor to journals and publications in the field of procurement law. In 2014, Willemijn completed the Grotius specialised programme on Dutch and European procurement law cum laude. Willemijn regularly organises in-house courses on her areas of expertise.
Before joining Clairfort in February 2022, Willemijn spent 14 years as an attorney-at-law at Van Benthem & Keulen in Utrecht.
